I think they mean that the assets they had to work with were literally just the main content of the episodes themselves without any of the post-credits material - a little confusing to call it the "TV version" as, like you say, I believe those omake were broadcast as far as I'm aware, but it still adds up.
Personally (and from a non-business perspective of course), I'd rather have seen a delay and a complete release I think, unless we're talking a crazy timeframe for the delay. |

Is have preffered the wait too (though then again I never had the slightest intention of buying this filler set), but at the same time manga never bothered to make them their own chapter point so i never really watched them again...

Sadly, it seems to be the position that UK fans get shafted. Whilst I understand they wanted the product out "on time", the lack of a "complete" release merely festers disquiet within the UK anime fan community leading more people to import. It almost seems that the UK anime business wants to kill itself…
